What is Student Legal Services?

The Student Legal Services at the University of Notre Dame will provide undergraduate level students at Notre Dame with legal assistance.  A database of local attorneys willing to provide free or discounted consultations to Notre Dame students will be made available at this website.  From the standpoint of the student, our program will offer affordable legal service to college students who generally lack an adequate income for an expensive outside attorney.

Given our relation with Notre Dame, Notre Dame Student Legal Services will NOT take cases against the University of Notre Dame in any legal matters.

The concept of our program was created by the following observations:

  • Undergraduate students at the University of Notre Dame who have problems with the law lack easy access to attorneys and legal advice
  • Students with legal issues lack sufficient funds to pay for a trial
  • Off campus residents have issues with tenets and local authorities
  • Many students are unaware of their legal rights in delicate situations

South Bend City Policies

Public Nuisance Property: Abatement
Municipal Code, Sec. 13-75.5

Citizen Procedures: A citizen complains or inquires about disruptive activities occurring in their neighborhood from a specific address or location. These activities could involve: Loud and raucous noise, Disorderly Conduct, Fighting, Discharging of Firearms, Public Gambling, or Contributing to the Delinquency of a Minor. In addition, an officer who identifies an address that has numerous calls for service can ask for a review as well.

City Action: The South Bend Police Department, in conjunction with the Neighborhood Task Force, will investigate complaints of neighborhood disruptive activities that would meet the criteria of a public nuisance address. After a review of past occurrences that required police responses, a recommendation is forwarded to the City Legal Department for their final determination. Once the City of South Bend has determined that prohibited conduct has occurred, the city will notify the recorded owner and occupants that the public nuisance must be abated. By law, the recorded owner of the property and the occupants of the property are deemed responsible for any and all prohibited conduct occurring on the property. This abatement letter is written by the City Attorney of South Bend and hand delivered by the South Bend Police Department or registered mail. Whenever prohibited conduct occurs after the abatement has been served, the City Attorney can file civil action against the occupants and owner for violation of the abatement.
Upon conviction these fines range from $250.00 to $2500.00 for each separate offense.

Indiana Excise Police

The Indiana State Excise Police are the law enforcement division of the Alcohol & Tobacco Commission. State Excise police officers are empowered by statute to enforce the laws and rules of the Alcohol & Tobacco Commission as well as the laws of the State of Indiana. Our mission is to provide quality service and to protect the morale and welfare of the people of the State of Indiana. Highlights**

Minors (those under 21 years of age) need to know that, in accordance with Indiana Code 7.1-5-7-7, it is illegal to knowingly:

- Possess alcohol
- Consume alcohol
- Transport alcohol on a public highway when not accompanied by at least one of his/her parents or guardians.

 

Persons thought to be less than 26 years of age should be asked to produce reliable proof of age. Suggested items of identification are picture ID's, including but not limited to, a driver's license, state-issued ID card, US Government identification. REMEMBER: If you still question the age of the person you should refuse to serve them.

Monday - Saturday, the legal hours for the dispensing of alcoholic beverages are 7:00AM to 3:00AM (IC 7.1-3-1-14). Sunday sales begin at 10:00 AM and end at 12:30AM.
